The Interior Ministry has said a tanker carrying crude oil ran aground on the island of Lesvos, about 130 kilometers east of the Russian capital, and that it was not an accident.
The ministry says it will ask the European Union and the International Court of Justice to open a criminal investigation into the spill, which it says caused at least $2 billion in damages.
The EU and the ICC did not immediately respond to requests for comment.
The spill is the second major accident to cause damage in Russia in two years.
In September, the ministry said another tanker carrying oil ran into a field off the Black Sea coast of Russia’s Black Sea peninsula of Sevastopol.
The spill resulted in at least 11 deaths.
